The rule of months + one
An 8-week-old can hold roughly 2 hours during the day, a 12-week-old about 3, a 16-week-old about 4. Most puppies aren't reliably dry overnight until 16–20 weeks.
Why accidents aren't naughty
Until ~12 weeks the bladder sphincter is still developing. Punishment teaches puppies to hide pottying, not to hold it.
